liquors would be effected.

Water Police need to exercise greater control over

movements of Junks at night. It is currently believed that some

leave during the prohibited period. It is also known that Junks

enter and leave the Harbour without any report to the Harbour Office.

With a view of checking movements of Spirits of wine

exported by Junks, Lieut.Beckwith inaugurated a very good check in

conjunction with the Chinese Imperial Customs. A memo of Export

Permits granted is sent by post to the place of destination and

this memo is returned by the Chinese Customs office certifying

that the Spirits of Wine has passed out of the waters of the

Colony. The same check should be applied to all wines and liquors

shipped by Junks.

In conclusion I must express my great appreciation of the

courtesy and help given to me by Lieut.Beckwith. Always willing and

ready to discuss and * accept my advice from time to time and

setting right many points of minor details. Great praise is due to

lieut. Beckwith for carrying out so successfully the inauguration

of a very difficult undertaking. Under his able guidance and with

such ameliorations as the suggestions made in this report may

bring forth I feel confident that the Revenue will be well

safeguarded.
